Possible solution 1:
You have a firewall. The firewall may be causing this error. Configure your firewall software to grant access to the Internet for the following files.
For Outlook Express: Msimn.exe
For Outlook: Outlook.exe
By default, most e-mail clients have to have outbound access on port 110 and inbound access on port 25.
Possible solution 2:
You have enabled Norton antivirus email feature. Please review this Symantec support article.
Possible solution 3:
Your ISP has blocked port 25 for outgoing mail. This is becoming quite common, so we also provide outgoing mail service on port 587. If you have ruled out anti-virus or firewall interference, try changing your SMTP port setting from port 25 to port 587.
Possible Solution 4:
Make sure you make SMTP Authentication checked off on your email client. (My Outgoing Mail Server Requires Authentication)
